He is there to help with ideas what to build from what he have seen at LSU and other places. Like some workout and training in the weight room and some other things. that he will be helping to give some ideas to Drinkwitz. Not mean he will be in charge of anything but just to give some ideas what Linehan have seen and learned from his time at other schools and in the NFL. Doesn't hurt to have another person to give Drinkwitz some information.
By the way I thought was in the NFL as the OC? Anyone tell he was let go?

How can a guy be the OC if he is not in charge of calling the plays? What would said guys job be?

You can be an OC without calling plays. The Rams and Saints have that same thing. The HC can call the plays but still need someone to organize the game plan and weekly scripts and such.

At least Mizzou isn't in the Big 12 and have to deal with Texas being the bully of the Big 12!
