This means that low scoring students are excluded from the results until they get to an adequate reading level.

Kids with comprehension issues that aren’t ready for higher grades are held back?

The fact that this is something that needed to be addressed in the first place is fricked up.
Exactly this. “No child left behind” indeed.

The southern states especially have a huge education problem. What’s worse is that those states don’t seem to care.

Maybe. But, then again, probably not. Texas has fairly low k-12, but two pretty highly ranked flagship universities.

If your theory were true, the Texas schools would suck, but they don’t. Therefore, k-12 is likely not a major determining factor.

Nonetheless. It’s still good news for Mississippi

Mississippi actually had democrats win some seats or some shite there? How fricked up do things have to be in a southern state where democrats actually gain ground?

Mississippi was forced to redraw some districts to make them a minority majority district.

So after this court ordered gerrymandering was forced, those districts, surprisingly, elected Dems.

There was no lost ground with the same districts as the last big election.

Looks like you could do with some holding back. I commented on the legitimacy of the testing results, not on the pedagogical strategy.
