Why limit it to 5 stars? Why not drop down to 4 or 3 stars.

Yea, developing a 3-star, #469 ranked player into a 1st round pick would probably be pretty impressive.
What about a 3-star, #528 player into a 2nd round pick? Is that good?
Or the #155, 4-star player into the #3 overall pick. That'd be solid development I bet.
