It's definitely where the big time evaluators and developers make their money. Everybody knows that 90% of the 5-star guys are NFL talents. They may have issues (academic, work ethic, etc), but they are 5-stars because they have projectible NFL bodies or NFL skillsets. Everybody sees those. You aren't going to win big in college football with a bunch of 3-stars and 4-stars, but you can win big with a few 5-stars and a bunch of well picked and developed Top 50-250 guys.
You can also trick you fanbase into feeling good about your roster by signing the wrong Top 50-250 guys for a few years.

Especially in states like LA, AL, and MS where some of these guys still play in front of 200 people at broke dick high schools that have 60 people per class

Yep - and if that kid doesn't go to a camp and plays 1A ball then services aren't going to rank him high if he doesn't have offers (especially if they haven't heard of him).
