He was not talking about a southern accent. He was talking about a strictly Georgia accent.

If you ask anyone from outside the south what state a southern accent is from, it's unlikely anyone could say it's Georgia, or Mississippi, or Alabama, or several other states.

What is likely is if those same people heard an accent from southern Louisiana, they would be able to identify it.
