It's pretty easy to see.
The only thing you can't see is if cam pushed bert. I think he did, but it isn't clear on the video in the op.

the video shows he put his arm between the two players, cam pushes bert's arm out, and then pushes bert
bert then celebrates that a penalty was called on the opposing team.

He had his arm all up around Cam's head. He should have been charged and ejected from the game. I don't care what they are doing, a coach should NEVER touch a player from the other team.
What is so funny, if the ref hadn't been holding coach up, he would have fallen on his big behind, and that would have been worth the 15 yards.
