Fans do not belong on the field of play. Anything that happens to a fan after entering the field of play is the fault of the fan only.
ETA: Next you're going to be advocating for charges against security guards who tackle streakers on the field. The reality is simple: it's either wrong for fans to enter the field of play, or it isn't. There is no middle ground.
