The issue IMO is whether Carroll intentionally allowed or failed to take reasonable steps to prevent agents from compensating players at USC

If they indeed were allowing agents on the field for practices and Carroll was indeed socializing with the agents it gets pretty hard to say how he was performing due diligence.

And why should the NCAA care? Because it's easy to see a "you scratch my back - I'll scratch yours" relationship developing between a dirty coach and agents. In this type of scenario the coach would willingly provide access to future NFL players for his chosen agents. The agents get access and compensate the players at variable levels while at the school - this money under the table directly benefits the program because it helps recruiting when the word gets out.

I'm not unequivocally saying Carroll was dirty but if the stories about him allowing access are accurate then the NCAA should penalize USC significantly or just take the rule regarding agents off teh books
