2015 NCAA rulebook:
RULE 4: Ball in Play, Dead Ball, Out of Bounds
Article 3, section B on page FR-57 talks about when a ball is ruled dead:
According to this, the ball is live when a team snaps it while in a kick formation (even when the holder that receives the snap is sitting on a knee). According to this passage, the ball is still live until kicked, passed or advanced forward. I read this to mean that it doesn't matter if the kicker is still on his knee when he passes it or not.
Unless a rules expert around here interprets this differently, then I think this controversy is bullshite.

Same as the year the beat UF in tSwamp due to the fake field goal.
On 4th down you cannot advance a fumble. That year the holder threw it over his shoulder and it bounced on the ground and the kicker caught it on the bounce.
By rule if a ball hits the ground it's either a fumble or an incomplete pass. Since it was backwards it wasn't an incomplete pass therefore it was a fumble and the kicker should not be able to advance it.
