By definition it isn't but I think it 's the type of hits that they would like to eliminate if possible being that the WR is defenseless. There was no intent to hurt and he led with his shoulder.

so let's break down what's listed as indicators of targeting in the rule book one at a time

ok, he did crouch, but the contact was not to the head or neck area

So if the flag stood, what is the coach supposed to tell the kid watching the film after the game?
I’m not sure a coach could/should tell him to do anything different.

I was watching the game and honestly didn’t appear to be targeting. Hard but clean hit with shoulder.
