Miles is, IMO. Though Brown only lost by 16 against Saban in the 'ship, so maybe not quite.

Miles as Mack also has that 1 MNC and each have settled for underachieving and mediocrity since then.
If Richt could win the MNC once, he could elevate himself to their level.

Miles lucked into a title by having 2 losses and scooting his way into the championship game. Brown lucked (well, maybe not somuch luck, but we'll just say extremely good fortune) into a title by having Vince Young on his roster.
Richt just hasn't gotten that lucky yet.
