I don't know about all that other stuff. It just seemed kind of odd to see someone equate a "play" during a game with cheating. Sure, it was illegal and all but, I've never seen it described as cheating.
Maybe pass interference and offsides could also be described as cheating but, I've just never thought of it that way.

make college for real students.
