I’m sure language like this is to protect the SEC from lawsuits from the other B12 schools. Recall that Baylor sued claiming the SEC recruited TAMU away.

No there is not. There was a threat of legislation 10 years ago. It never was adopted.

This is correct. Heres the story:
David Boren (former OU President and former Oklahoma governor) said he would not allow OU to leave without Oklahoma State and threatened legislation to guarantee it if the school tried to push it through without him.
Given he was a former popular state governor that was a serious threat and one he had the friends to pull off.
OU's sports administration immediately dropped it and acted like they bent the knee. Then Boren retired eventually and never pushed the legislation through.
Theres an article on it from the Atlantic already if anyone really wants the particulars.
