Why didn’t he snap the ball when the UE player was touching him?

Because he knew they were doing it intentionally.

They wanted to substitute players.

Can't take that chance, if the QB isn't ready and for some reason refs dont throw the flag that could be disaster. Never assume the flag.

What if the ball goes over the quarterback's head or something then you look around and there's no flag?
