Nah not even close to being true, at least I don't think so. Might have been true at some point in the 1990s, and instead of Fayetteville maybe Bentonville or Rogers.
As much as Fayetteville has grown the past 20 years, the real growth has been in the county to the north. Rogers/Bentonville has better shopping and dining than Fayetteville now. That wasn't true even 5 years ago.

As for the counties to the south, are they more what I'd expect from Arkansas, meaning rednecks and trucks?
For instance, drive west or east of Birmingham and you'll find rednecks, trucks, shitty country music, etc., but to the south are affluent suburbs (Mountain Brook, Vestavia Hills, Helena, Hoover). Jackson's wealthy suburbs are to the north, for the record.

Fayetteville is the far south end of the NWA metro and sits right at the start of some rugged terrain. It becomes very rural as soon as you get south of Fayetteville, so yeah, it is sparsely populated and relatively poor. Fort Smith is more blue collar industrial and is its own thing.
Rogers near the freeway was literally pretty much all fields just 10 years ago. Now it looks like this:

It's crazy how quickly things can build up.
The old timers on the Coast said it took about 30 years to really not notice the effects of Hurricane Camille anymore. With the advances in technology available today, we should slice that number to twenty years for Hurricane Katrina. Crazy how fast these things work now.
