Actually, the average age of a soldier in WWII was 26 years old. Which has absolutely nothing to do with the topic, but I saw this and my OCD kicked in.
Median would be a far more useful metric. I would opine median age is much lower than average age

I haven't seen him since he was a kid, but most of his troubles are from going home and the people there.
I don't give a shite about weed and gun charges or any other basic violations of his liberty. There is a reason I don't live there anymore.

Really seems to be working. Not having real consequences causes the same behavior. Looks like this is no different. Some "help" that turned out to be.

Being arrested for guns and weed is a violation of his liberty, not an indication he belongs in prison.
If he was getting arrested for doing shite like robbing people and worse, which is what has happened to many of the people he grew up with and where he likely would have ended up, then you might have a point.
