Well the school that signs him would owe it, no?
So the paperwork would have to be filed so he is officially in the portal for any of this to happen?
It seems we are skipping a step here to move the process along.

I'm not saying the rules make perfect sense, but those are the current rules. And your also assuming we live in a world with no tampering and every player entering the portal is 100% open. In reality everyone is tampering and 75% of players entering the portal already know where they are going and for how much money.
For example, Washington refused to release Desmond into the portal until LSU paid. LSU decided not to, so Washington never processed his paperwork.

Everyone tampers. What's your point? Currently there's no penalties for tampering. This is purely a breach of contract / damages situation.

It seems very risky for any team to pay the buyout just to get the player into the portal. Anyone could swoop in and get him at that point.
Is there a rule preventing the player from paying the buyout to get out of the contract? Surely he could make a deal with his new team to be reimbursed.

No idea to be honest. The issue is that the buyout comes out of the buying teams rev share amount (so that $20.5 mil figure all teams have). No idea how it would work to reimburse the player with rev share while that money also going to the "selling" school. I'm sure something could work though.
LSU has already paid Ole Miss for Harper, so surely they've figured this out once already. No idea though why LSU paid immediately with Harper but Prince is dragging out.
