Most people who live in areas that are prone to natural disasters endure this phenomenon. It's not an indication of the people, but of the circumstances. Many people who lived through the tornadoes in ALabama last year didn't take the warning seriously because they thought it was just another warning.
Clearly, people don't have the same mentality in New Orleans, or ALabama, or Missouri, or wherever else a tragedy has hit. I would be willing to bet that any coastal town that hasn't been hit recently or that has managed to escape destruction has similar issues of complacency.

maybe..it wasn't I who randomly found that out about New Orleans residents, it was the LSU graduate, my girlfriend, whom I was living with at the time who told me about it as IVAN was baring down on us in 2004

Tornado that hit my home town
I was outside on the porch about 8-9 blocks from the main damage as it went threw town. Never even got windy

That's insane.... I've been in a few tornadoes but never seen one roll through like that.
