They both should start. Gray's production will almost certainly go down (our other RB Christine Michael returns from injury). Both are excellent coming out of the backfield, with Michael being the more violent of the two. Problem is they both need their touches to get in rhythm. Sherman will have his hands full balancing their respective carries while not forsaking Swope and Fuller in the passing game (both receivers equaled each other in receptions last year, though fuller gets billed as top receiver).
