This isn't true on a kickoff, it's a live ball. The only thing the fair catch signal affects is when the ball is in the air. Once it hits the ground it's anyone's to recover.

The problem with your scenario is there was no "he" in the vicinity. By your logic, the deep man back could have called for a fair catch.
You understand a kickoff is different than a punt, right? Punts are not live balls until touched by the receiving team.

The distinct difference...When a punt returner is inside his five, commonly the returner will wave his hand for fair catch and run forward 5-10 yards to draw defenders away from downing the punt.
