Many of the ones who can't will simply be homeless anyway because if they can't, they may have been on the chopping block at their current institution. After all, it's an 85 man roster. If yer gonna sign 25 / year and work the portal, ya gotta have 30 - 35 man turnover.

ETA: 30 - 35 man turnover, or more...

Need NFL minor and developmental leagues, like MLB.

Academic institutions shouldn’t be a part of this semi pro industry. But they sure love the $ so g’luck with the minor league idea.

Good question. Obviously can't track everyone, but how many need tracking?

First, going into the summer you'd have to evaluate your potential needs for the following season. Then, have your assigned person (or persons) for a conference to look at pre-conference selections. or make them aware players you had evaluated in HS and thought were tweeners who signed with Arkansas St or whoever and follow them.

Glance over weekly stat leaders through the season. Who jumps off the page? Is there a LB who consistently puts out 10-15 tackles a game? So on and so forth.

Use methods like these to tailor down who might want to pursue, so when the name hits the portal, you already know all you need to know, swoop in and make an offer.

ETA: To answer the original question,shouldn't require more than 2-3 three a conference. Have one assistant coach and an analyst or two over each conference, meet with them once a week for half an hour over it for updates.
