That was 10 years ago and things've changed since then, but saying that Clemson has a small fan base is not correct. By all accounts I've seen they have more fans than South Carolina.

Clemson’s endowment & alumni base does not have the money to sustain a dynasty like other historical blue bloods. That area is not exactly loaded with money either

If I were Clemson, I'd want to stay in the ACC forever. Basically a free pass to the playoff, and once you get there, anything can happen.
