I don't see a hold or a headlock.

so if someone just goes to his knees and gives up, you have to stop blocking him?

Then you're not honest. I think he slipped a bit and got double teamed which is fine, but a headlock is not.

The SAME player who got in a shoving match a few plays earlier and got flagged, gets his head shoved into the ground and the officials see it... no call.

The guards hands were inside and Payne was trying to "submarine", but the guard wasn't having it.
