Meh. I don't see a problem with this. A lot of schools don't let opposing teams bands perform at halftime.
I don't recall ever seeing another teams band play in Commonwealth, and that's fine by me. I don't want another teams band marching on our field.

You are not special, we do not allow any other team's band to perform at halftime nor do we allow live mascots in our stadiums.
Tusk is given an exception to the mascot rule, he enter the stadium escorting the cheerleaders, then chills outside the stadium for the rest of the game eating grapes. Like a Boss.
