The poster asked when was the last time someone got hurt with the clear implication that it didn't happen. I did a quick google to easily find a couple of examples of serious injury to show him the error of his ways.
As to the liability part, I'm fully and completely on board with the idea that if you play a stupid game and win a stupid prize, that's entirely on you. Make better life choices. Unfortunately not everyone agrees thus people sue, reporters write stories about how the poor victim didn't deserve his fate, and university presidents run like scared little girls. That's why they pass a rule that looks tough but in reality doesn't give schools any real motivation to try and control their student sections.
