If you want an example AT&T Park in San Francisco is a homerun if it simply hits the yellow line. Does not have to go over.

The umpires and coaches discuss ground rules before the game. Thought everyone knew this that watched baseball. The ball hit the yellow line of the fence and bounced back in. Not sure why there is a controversy.

We all are umpires now. I thought it was a homerun to tell the truth but I don't dig in the rule book either. I also didn't know that there are ground rules. I thought the NCAA had rules and didn't matter where the game was played at.

I imagine the fact that every ballpark has different dimensions is the reason for local ground rules.
