He is implying that black people are the problem here. I've seen these atrocities from all races before.
The problem comes down to money, not race. These types of people are already irresponsible, unfit for parenting, on top of being broke. So they find whatever they can to make money.
This is why I support a form of reversible eugenics for people on welfare. Some just don't deserve to have kids
