We have them in North Carolina. You can get University of South Carolina, Alabama, Auburn, Tennessee, etc. it used to be that all you had to do was get 300 people to pay $30 in advance and they would give you a new plate style.
The legislature changed it a few years ago because they felt it was getting out of control - not just universities, but specialty plates in general. This, of course, was right when I was lobbying Mizzou alums to sign up for our own plate.

I think you can get MSU plates in Alabama as well. There was a huge movement to get people to sign up a few years back. I don't remember if they got the number or not but if they had, MSU would have been the first out of state school to get plates in Alabama.
