No. It happens everywhere, it might seem more rampant here because of the nature of the board.
They (TD) do have some kind of preventative measures built in to account creation if I recall correctly...like you can't use any email address associated with the larger free services so I imagine that deters or at least slows troll/alt accounts.
There are other ways of acquiring an alt though.
