Well, being that you're kind of on the "other side" of the equation from the rest of us....why do you think that is? You seem to agree/acknowledge there is a problem, so how did it get this way and what do you suggest can be done?

How about some simple caveats like all newly registered posters can only start 1 thread per day or max out at X amount of posts per day for Y amount of time?
There's nothing you can do about alters, I realize that (although adding an alter option in the RA menu would be nice) but the problem isn't necessarily with alters on the face of it. It's with CLEAR alters that spam the board and start rapid fire threads that clutter the shite out of everything. Seems like there'd be a simple code to put in the system to make that a reality, and would do wonders for the board IMO.

Other than the alters, what issues confront the SEC boards and prevent them from being the transcendent cultural touchstones they are destined to be?

Honestly, alters is really the only major issue I have. I have no idea what led to the proliferation of them but it's pretty clear there's an alter problem. Look at dumbass monteg. AFter we got rid of him, he's already come back with 3 or 4 new names (including this morning) where all he does is rapid post stupid shite until getting banned again. The only real way to curtail that is to hit alters where it counts, which is in posting ability.
Very few, if any, people create an alter to present differing opinions than they would normally post under their real name. They do it for attention. GCS/Randy/Killz/etc do the shite they do so everyone can all have a big laugh and be like "oh man, there's randy again! That rascal". Giving them that attention only makes them create a new name the next day and continue the cycle.
If there was a system like previously suggested where new accounts had a post limit per day for a while, basically an introductory grace period, it would severely cut out that attention-grabbing aspect of it. And I mean really...isn't the point of banning someone to, ya know..ban them? Like have them not be able to post anymore? The system we currently have is essentially worthless because there are no repercussions. Oh an alter with 50 posts got banned? Who cares, they'll just make another one and do it again. The act of banning didn't do a single thing other than create another alter.
