I think so. A UNC source let it slip to a 247 writer that the new NOA brought back things from the original NOA, but were not in the 2nd NOA.
I think the NCAA was pissed about UNC's response to the 2nd NOA in that UNC said they did not recognize the NCAA's authority to control/oversee academic issues at schools. Their fans are now melting and stating that they should have just accepted the 2nd NOA (b/c it removed Men's BBall and Football that were on the original NOA) and they're in fear that this NOA will be much worse.
I think they're right, it's going to be much worse than the 2nd NOA.
The NCAA finally realized that they either had to stand by their Mission Statement or amend it, AND that if they let UNC off on this, they future repercussions would drastically tranform the NCAA based on that new precedent. (i.e. I would then challenge that the NCAA has no right to enforce a min GPA or test score to qualify, and that it's the institution's authority to do so, also, every school who didn't/doesn't already have fake classes would set them up.)

Thought I'd bump this thread with the recent comments of Maryland's president
LINK
It's shocking to read that Maryland's president expects the death penalty for North Carolina because it reads like a post from this thread
But Maryland isn't in the ACC anymore and I think it could just be a way for that school to add a twist of the knife after leaving. Even though I agree with the sentiment.

While the cooperating witness was also not named in the findings, it is clear from his description that it was Marty Blazer, a former agent who had ties to several North Carolina football players.
Blazer was found to have worked with former Tar Heel football player Chris Hawkins to convince later players to sign with certain agents or financial advisers.

Football players?
Lame.
Lame.

If it was football players that surfaced, pretty sure there were basketball players below the surface.
It says he began working with the government in 2014, but the investigation went back to UNC issues from 2010 and 2011. Basketball won the Natty the year before in 2009.
I find it hard to believe they had access to just a single sport at UNC, hell when the Trojans got busted they had problems with about half their sports including volleyball and golf.

If one sport is allowed to be dirty, chances are every sport is allowed to be dirty.
I wonder what effect this could have on UNC? I mean its one thing to snow the NCAA with why they shouldn't penalize you, it is a completely different beast if the FBI decides to sit down and take a gander at making your life miserable. I mean if the FBI does start busting people associated with UNC then the NCAA is pretty well forced to drop the hammer you would think.

Except the UNC guy was the one who rolled. If he made a deal to roll over on everybody else he could walk because he may get immunity.

CHAPEL HILL The NCAA’s final investigative report in the long-running UNC-Chapel Hill case will not be released on Friday, as was originally intended, the university announced on Thursday.
Parties associated with the investigation received notice on Thursday morning that the NCAA Committee on Infractions planned to release its final report, which will include penalties, on Friday at noon, according to a source with knowledge of the case.
Based on the source’s report that an email had been sent out by the NCAA, The News & Observer tweeted on Thursday morning that the ruling was expected to be released on Friday.
Hours after the NCAA sent that email, though, the university announced that the NCAA’s final report would not be released on Friday due to “scheduling circumstances.” UNC on Friday is set to announce a multibillion-dollar fundraising campaign, and campus events are scheduled throughout the weekend.
