I read the article. Demoted due to a dropped punt (bad bad memories). Ugggg. And a 39 yard average. Sounds like he'll fit in with the others in the kicking room.

He might be delaying his service commitment to further his education. The Academy usually doesn't offer much in terms of graduate degree programs so it makes sense for him to continue his education elsewhere. He'd come in at a higher rank if his career field is specialized like a physician or dentist. Without knowing his situation it's hard to speculate though.

Yeah he might be what they call a completion cadet, meaning he needs more credits to graduate or started a graduate program. They do this sometimes for kids who need more time on the undergrad or graduate. It’s a delay entry basically. If he’s out of the contract all together that can only come from commander and it’s a case by case. When I was in I saw two different people get two different outcomes. One got infantry, enlisted, 4 years to pay it back, the other walked with a payback deal.

If he is attending a professional school (not including law school- I think they still have to wait 2 years after commision) from the Academy, a very small percentage are allowed to commision and attend (at least at USMA). But, unlike ROTC, it isnt an ed delay to delay commissioning while in pursuit of a highet educational degree.
Ed delays run a bit differently. You can avoid being forced to enlist or payback monies if you transfer out and seek a commission through an alternate source (OCS or ROTC) if you had to/chose to leave for some reason and were not forced into enlisted service. If you do not commission within the granted delay, its enlistment or pay back. When I was in ROTC, we got a USMA basketball player who had to go this route when he was having some issues at USMA.
Outside of those options, he may have had a medical condition that emerged later and was not allowed to commission. There are a wide variety that would make him perfectly eligible for football but not eligible for military service.
I'd wager it was medical or he is on the hook to pay back tuitions and fees.
I'm not sure about USAFA, but USMA was (may did) very close to getting approval for a pro sports delay of service to allow players to try pro sports before returning to serve or buying out their educational costs at some point. But, at 40 yds a punt in high altitude Colorado, the younger Scott may be a longer shot for the pros.

Good info, although it’s been awhile I thought they did some kind of completion cadet , maybe another term for guys seeking an additional two years. Either way, im hopeful he can add something positive to our kicking game.

Is it possible that he majored in Engineering? Maybe he worked something out with his AROTC counselor?
