As far as who is taken first. I don't see any way Lock goes in front of him, but hear this on the Elite Sports Podcast and he seems higher on him than I and many others.

Lock's arm talent seduces people. Elway is smitten hard.
He was guaranteed to excel and rise in the pre-draft phase with his arm and positive attitude. They all think they'll fix the rest.

And I'm the opposite; Lock, IMO, is a lot closer to being an NFL starter than Haskins (BTW neither one is exactly ready).

I think you’ve got it right in that neither is ready.
Both are extremely gifted in the arm talent portion.
