A lot of high schools and especially the ones in the Arkansas Delta consolidated because Lake Village school district sued the state because of lack of funding. This was in the early 2000s during the Bush no child left behind policies.
Consolidation destroyed high schools and thus football as well. The Arkansas Delta use to produce a decent amount of talent.

The tiny schools that were consolidated rarely produced any talent. Hell half those teams played iron man football. If anything consolidation should improve talent level not hurt it.
