On things like this is there a minimum miles that need to be done per year?

So it doesn’t take 4 decades and is outdated by the time it’s finished?

An Interstate that runs through Selma, Uniontown, Faunsdale and Demopolis? I can't even fathom that.

However, most of that stretch of Highway 80 between Columbus and Cuba is 4 lane, separated highway already outside of the cities.
