So in that case, do away with conference championship games and form mini-conferences, like along division lines?
I think the FCS has automatic-qualifiers from their 10 conferences, and 14 at-large teams.

Does anyone care that LSU won the SEC in 2011, or Georgia in 2017? No, not really. Alabama won the national title those years.
You could let the conference champ be the automatic qualifier; set up some tiebreakers, like you have for the divisions... if LSU, Alabama and Auburn all finish 11-1, you gotta pick someone out of that group anyway.
