I'm not sure but I think they use a formula to determine the best teams. I don't think it is intended as a prediction for how they will finish. I don't think they take into account that State plays in the tougher division of the toughest conference.

#1 Clemson Finished #3
#2 Ohio State Finished #2
#3 Oklahoma Finished #6
#4 Alabama Finished #1
#5 Penn State Finished out of the top 25
#6 Wisconsin Finished out of the top 25
#7 Texas Finished out of the top 25
#8 Texas A&M Finished 4th
#9 Notre Dame Finished 5th
#10 Georgia Finished 7th.
