Because the state of NC has more people, better schools and less poverty than SC. They can get the cream of the crop from NC and then cherry pick whomever they want from out-of-state because UNC is basically a Public Ivy type school. I imagine that USC feels if 82% of our student body were in-state, our university rankings would fall drastically, due to either taking less students or taking more students with lower standardized test scores.
