He’s absolutely wrong. Starters transfer out at almost the same regularity as reserves.
There’s no such thing as developmental guys anymore. Even players like Davin Cosby ain’t sticking around, but in his time he provided depth, had a couple of decent games, and I’m sure provided much better quality at practice than some walk-on.

We are playing McNeese State too. They might be preseason top 25. Oats doesn’t stop
