I think Franks Attitude is why he cant recruit. Not because he is scared to cheat. He also is surrounded by several schools who can pay as much and guarantee far more. At KSU he had Kansas and Oklahoma. Here he has Duke, UK, UNC, UF, etc.

I can see that also. A defeatist attitude that doesnt even try because he knows he won't get the recruit.

He plucked his top two recruits out of state
It’s 1000000000% tougher to recruit at Kansas State than it is at South Carolina
And both are very tough to recruit at
Also the state of Kansas has little to no talent. Look at Kansas’ roster
