Sure there is.

In the pre-BCS days, bowl matchups were set by conference affiliations and teams had regular, traditional OOC foes. There wasn't a lot of cross-competition so when a team came along and made a splash early they got ranked high and stayed there. Whomever became the media darling wasn't dropping unless they fricked up.

Conference title games and the BCS suddenly started breaking down that 'lead dog stays there' system and then the 4 team playoff blew it clear out of the water.

Back in the day, all those elite teams I listed above that had a regular season OOC frickup aren't ending up ranked in the top few because they'd never get the chance to pass that many teams.

Think it's bad now? Expand the playoffs to 8 teams and watch the percentages for the elite programs will go even higher.
