If a QB is running the ball he shouldn't be protected under "QB rules" when sliding, he should be considered a RB until the play is over. No more calling BS personal foul penalties against defenders already in the act of initiating a tackle only to be flagged because the QB waited until the last possible second to start a slide.

Change targeting to a two tiered system. If there is no launching, leaving their feet, upward thrust, or spearing action by the defender it should be 15 yards and miss 15 minutes of game time. If any motions showing intent while delivering a blow are clearly distinguishable it should be a ejection for that game plus the next game. Hard blows are football and should always be a part of it. Headhunting should not exist in any level.
