If we are going to have targeting the way it is. Make it a penalty for the offensive player to lower his head. This would eliminate most targeting calls and we won’t to keep everyone safe right?

How do you get all this in writing? Helmets hit every play so the wording is everything. It may be a violent sport at its core but the interpretation is everything. That's been most of the problem up to this point with the way the targeting rule is defined in games.

Pretty certain this is a rule already. It just rarely gets enforced. Auburn RB trucked Stingley doing this and no call.
