Seeds only matter when placing teams in playoff bowls. That's why Georgia was 3 and Oklahoma was 2 in 2017 - Georgia was closer to New Orleans than Clemson. Alabama and Notre Dame will be placed in locations closest to them and the CFP committee doesn't want regular season rematches in the semis.

Georgia played OU in the Rose Bowl in 2017.

Correct. The top seed gets their favored location. Alabama played Clemson in New Orleans that year I believe.

This year Alabama, if the #1, would obviously choose New Orleans again. ND or Clemson would have to head west.

Athens, GA is 70 miles closer to NO than Clemson, SC is. Norman is much closer to Pasadena, CA than Athens is, so that's how they justified making OU the 2 that season.
