Should injuries and transfers be included with contact tracing numbers to drop below 53?

If a team is below the 53 man threshold, but is including transfers and injuries (neither related to covid) in the number of players out, should they still be allowed to not play?


In non-covid year, if a team drops below 53 scholarship players due to attrition and injuries, are they allowed to just skip games?

If you're mathematically or even all but eliminated from division contention, I think if you have 40 or more you should be forced to play. If you don't, face forfeiture of the contest and/or TV money.
