I will take a stab at this. I honestly believe the proximity to blue blues and traditional well established programs sucks up a bunch of in-state talent.

The Atlanta metro area along usually produces SEC level basketball players. The AAU circuit is a monster in Atlanta but you have to get to those kids early and establish relationships. Basketball is the totally opposite from football you rarely see last minute flips.

Knoxville is closer to those blue blood programs and has more historical success than UGA does in basketball.

I have no explanation on why UGA struggles in basketball. Even Hugh Durham struggled there, and he took them to the Final 4 in the early 80's. I don't think Tom Crean is a good fit there, but he's not the only one that has struggled there.
