Easiest definition for me is a team that can potentially compete for the National Championship in any 3 year stretch. This would mean they can transition coaches and not be shocking if they are in the Playoffs or championship in 3 years. With that’d I’d say they currently are:
Alabama, LSU, Auburn, Georgia, Florida, Norte Dame, Clemson, Oklahoma, Texas, Washington, Southern Cal, Oregon, Ohio State, Michigan, and Penn State.

There’s a reason those 16 teams will most always make up the Preseason top 25 regardless of their previous finish, because their recruiting pool is so deep, fanbase so large and success reasonably recent.

No general fan would be shocked to see 1 of these 16 teams make the playoffs. If talent rich underachievers, rock bottomed or 20th century blue bloods like the Nubs, Tennessee, A&M, Or Florida State made it then they’d all be newsworthy which proves they aren’t currently blue bloods.
