Your logic doesn't make sense. ND wouldn't be able to play 14 ACC games, therefore, they had to call it an OOC because some teams will not get to play them.
Every ACC team that plays ND also plays an OOC game. ND is playing Western Michigan (I think) as their only OOC game.

They're playing Western Michigan. Even though it's Navy's turn to "host" the Navy/ND game this year, I kind of assumed that Navy would end up traveling to South Bend. I'm shocked that isn't happening.
