i wonder why Alabama and Auburn have played a significantly lower number of times than SC and Clemson.

You know: Gumps being Gumps.

State legislature put a stop to the rivalry for almost 40 years.

It ended in 1907 because they couldn't agree on how to split the ticket gate sales, where the game would be played,the stipend to give the players,etc. It was renewed in 1948, I believe. The Alabama legislature intervened and made the schools play each other.
