What would be classified as fraud?

Would the 20% of NY cases where they didn't even test and just assumed it fall under that category?

If not, then what would?

Hospitals get paid a lot of $$$ for Covid-19 deaths. Especially ones that ran at a $30 million deficit daily for over a month.

You are either extremely naive or an absolute fricking moron if you don't think some of these hospitals are padding their numbers to receive extra federal funding.
